Motion carried unanimously. Investments: Business Manager Frost reported the district has $2,093,536 in investments as of January 31, 2013. Quarterly Investment Report: Frost reviewed liquid asset quarterly investment report showing that the District had $790,000 invested as of December 31, 2012. The average rate of the fixed investments was 1.09%. Frost reviewed the quarterly report for the Swimming Pool Trust Fund for the quarter ending December 31, 2012. This report shows an account balance of $511,924.72 and interest earnings of $3,354 for the 2012 aquatic center season compared to interest earnings of $2,966 for the 2011 season. Revenue/Expenditure Update: Business Manager Frost reviewed the current 2012-13 revenue and expenditure budget noting that General Fund revenues were running approximately $425,000 behind expenditures to date, mainly due to delays in state aid. Communication There were no items for consideration. Reports Positive Points Elementary Principal Tenhoff shared the following positive points: From all of us at Jacobson Elementary, we wish to thank the School Board members for their additional time and efforts regarding the additional focus upon school safety. We look forward to getting better at School Messenger. MCA tests have gone well. We are completely done with round one and teachers are already dissecting the data. I Love to Read month is going well. Don't forget to turn in your minutes! We collected $1,724.56 for our recent Pennies for Patients drive. Knowledge Bowl had a very successful year and brought home six trophies. Not only did they do well academically, but they also represented our school well with their respectful behaviors. At every faculty meeting a different grade level shares a technology item. This month, it was second grade and they did a great job and wish to thank the school board for their support with this initiative. High School Principal Stavig shared the following positive points: All High School teachers have been placed into one of three Professional Learning Communities (PLC). They are Math, Science, and Literacy. Each PLC meets once a month to discuss and plan ways to improve student achievement in their area. The gymnastics team made it to state as the section 4A team champions. They also received the Academic Gold Award for having a team GPA of 3.7 or higher. Mr. Kuchenbecker and a student volunteer showed off some of the great artwork the students have created. Members of the Rush City Junior High Speech team ended another successful season with the Two Rivers Conference meet in Princeton on Thursday, February 7, 2013. At the Two Rivers Conference meet the team finished in second place for large teams behind Pine City. This year we had 36 students in grades 7-9 participated throughout the season. Preschool Coordinator Thom shared the following positive points: Preschoolers participated in the Hop for Leukemia & Lymphoma this week. Students collected pledges for "hoping" and then had to hop for 2 minutes. Totals for money raised are coming! Early Childhood held a winter data review meeting this afternoon. Overall numbers look good, students have shown growth in all areas of early literacy. We were well above the state percentage of students "on target" in the area of Picture Naming which is a measure of a student's vocabulary. We were equal to the state percentage in Alliteration, which is identifying beginning sounds that are the same. We were within a few percentages points of the state "on target" numbers in the other 3 areas. We have some work to do, but are encouraged by the growth students have already shown. Updates Annual Outcomes Report St. Croix River Education District Outcomes Manager, Kindle Perkins, provided a review of test data for the Minnesota Comprehensive Assessments (MCA), Measures of Academic Progress (MAP), and General Outcomes Measures (GOM). MCA Results 2012 Reading - Rush City students were at or above state averages in reading for grades 3-6 but below state averages in grades 7, 8, and 10. Math - Rush City students were at or above in math for grades 3-5 but below state averages in grades 6, 7, 8, and 11. MAP Results 2011-12 Reading - Rush City students met or exceeded National Growth Targets in grades 2-8 and grades 3, 4, and 5 met the more challenging district growth goal. Math - All grades 2-10 exceeded the National Growth Targets and grades 2, 3, 5, 6, 7, and 9 met the more challenging district growth goal. General Outcomes Measures (Oral Reading Fluency and Math Applications) are given in fall, winter, and spring and are used to predict student proficiency on the MCA's. In general the GOM's show that students are making progress but in some grades student gains lag behind growth targets. Study Session Superintendent Koepp provided a summary of topics discussed during the February 13 Board Study Session, those topics included: Financial Update for FY13, budget projections for FY14, which included discussions about all day every day kindergarten, school security options, resurfacing Tiger Trail and the north high school parking lot, technology needs, and contracts/negotiations. Meetings Attended Board members briefly reviewed the two topics of discussion at the February 11 Board Advisory Meeting, those topics included the 2013-14 School Calendar and School Security Options. Old Business Bus bid action Board members reviewed the bid document for a 71 passenger Bluebird bus. NESSEL TOWNSHIP PUBLIC NOTICE ANNUAL MEETING Notice is hereby given that the Nessel Township Annual Meeting will be held Tuesday, 12th of March, 2013 at 7:00 pm, at the Nessel Town Hall, 49205 Acacia Trail. A synopsis of the 2012 expenses and receipts will be read and available to electors. The Annual Meeting business will include setting the 2014 tax levies for the General, Road and Bridge, and Fire Protection funds along with other business properly brought before the electors.
